Utilizing Minnesota’s 2025/2026 Cold Weather Rule

It may feel a bit early to start thinking about winter, but Minnesota’s 2025/2026 Cold Weather Rule (CWR) goes into effect soon. The CWR protects both renters and homeowners from having their electric or natural gas service shut off from October 1 through April 30. However, you must apply for the Energy Assistance Program (EAP) to benefit from shutoff prevention.

How to Apply for CWR Protection

The first step in utilizing the CWR to prevent an electric shutoff is to contact DMU and request a payment plan. We will provide you with the necessary paperwork, work with you on a plan, and guide you through the rest of the process:

  1. Completing and properly submitting application forms
  2. Creating a payment plan that’s reasonable for your household’s financial situation under Minnesota’s CWR
  3. Outlining and following the plan to maintain service through April 30
  4. Working with you on a new plan should you not be able to make a payment

If you are unable to make a payment, you must contact us ASAP to avoid disconnection. Under the CWR, DMU must provide a shutoff notice before service can be cut, and we are here to work with you and prevent such a scenario.

Common Questions About Minnesota’s Cold Weather Rule

Are ALL utilities covered under the CWR?

No—delivered fuels such as fuel oil, propane, and wood are not covered by the CWR. However, propane dealers must offer a budget billing plan. If your oil, wood, or propane furnace runs on electricity, you can still contact DMU to apply for CWR protection.

Does the CWR apply to renters?

Yes, renters are eligible for CWR protection if the electricity or gas is the primary heat source and service is in their name.

If it’s under the landlord’s name, DMU must post a notice in the building to notify tenants, who can request to become the bill payers if the landlord hasn’t paid the bill. Payments for utilities owed by the landlord will be deemed rent payments by the tenants.

What if my service has already been shut off?

Call DMU at (763)-972-0557 to discuss a payment plan. Once we get that in place, your heat will be turned back on and remain protected from shutoff until April 30 as long as the plan is followed.
